Now Chongqing's regional competence of innovation is a little weak both in influencing factors and comprehensive competence. In the macroscopical background of china' entry into WTO and the Development of West China, Chongqing must find a way which is suitable for its economic development. With the help that Chongqing has become a city directly under the jurisdiction of central government and the project of Three Gorges is being built, it is valuable to make a research of regional innovation and Chongqing' economic development.1.The regional innovation is realized through the system of regional innovation. The paper introduces meaning, subjects, basic characteristics and main function of the regional innovation system, and mainly discusses its run achievements.2.Constructing the regional innovation system is a fundamental route by which the lagging region overtakes the advanced region. On the basis of an analysis on the relationship among regional innovation system, enterprise innovation system and national innovation system, mis paper makes a discussion on the role of regional innovation system in the regional economic development. Then it proposes the route and the measures of constructing regional innovation system and discusses some problems that should be paid more attention to in the process of the construction of regional innovation system.3.Regional competence of innovation is the critical factor of winning regional competition.
