The Theoretical Analysis And Empirical Studies On The Regional Innovation Capability

Economic globalization and development of the high-tech innovation produce new requests to regional economic development. Innovation has become one of the determinative factors for regional and national development. Fostering and maintenance of innovation capability is the key to the regional innovation system. The index system of innovation capability is the important premise to formulate regional development plan in knowledge economy, and is also the monitor to measure and evaluate the situation of regional knowledge innovation engineering. As the same time, it is the foundation of implementing macroscopic regulation and management for innovation engineering and urban development. Now, the construction of innovation system is just beginning, and the knowledge is lack of flow and industrialization. So it is important to survey a district's situation and potential of regional innovation system, to build an index system for evaluation regional innovation capability and comparison of different districts. It provides basis for formulation policy and implement national innovation engineering.The paper frame is as following:Firstly, this paper summarized the situation of study on regional innovation capability. Secondly, basing on the innovation theory and system analysis, the paper gave the structures of regional innovation system and regional innovation capability, and the evaluation index system of regional innovation capability. Thirdly, on the large masses of data, factor analysis was selected to evaluate comprehensively the coastal provinces' regional innovation capability with SPSS. Fourthly, current situation of regional innovation capability was presented, and the weaknesses were abstracted. At last, taking Hebei as example, it found out the problems and put forward the countermeasures.
