Several Problems Researches On Chinese Administrative Culture Construction

Social development requires the modernization of administrative management, but success of management depends on it culture characteristics. Administrative culture is regarded as a new managerial theory, gains more and more attention. Administrative reform in our country has been carried out many times, but not very effective. Taking construction of administrative culture as cutting point is one of important factors of reform success. The article firstly elaborates fundamental theory of administrative culture, studies pattern changes of traditional administrative culture, summarizes existing problems of administrative culture and deeply analyzes causes. On this basis, the paper correctly understands significance of administrative culture in the socialist ethical and cultural level construction; probes into construction of government image of citizen expectations; finally gives several countermeasures about constructing modern administrative culture.
