The Study On Modernization Of The Janan Administrative Culture In The Post-war

Using the theory transformation of paradigm and the theory of Administration Ecology, the thesis makes a systemic research on the modernization of Japan's administrative culture of post-war Japan from the angle of administrative reform. The thesis has described its process out by discussing the historical changes, main content, characteristic mode and development trend, so as to make some recommendations for the modernization of administrative culture of China during its social transformation.By the historical and comparative method, the thesis insists the administrative reform of post-war Japan has the different stages, so its modernization of administrative culture also presents the different characters. On the initial stage, the modernization of Japan's administrative culture contains rebuilding the Modern administrative agencies, reforming the administrative legislation and renovating the personnel administration, which lays the foundation of Japan's modern administrative. On the progressive stage, it contained weakening the party's control to bureaucrat, increasing the influence from interest groups to Public policy and making a standard of Japan's administrative procedures. On the further stage, it contains shaking traditional idea"officer is superior and civilian inferior", weakening Bureaucracy, strengthening the leadership authority of prime minister, democratizing administrative policy-decision and increasing transparency of administration. On the fourth stage, since the 21st century Japan's administrative reform has entered a new phrase. The administrative culture is developing toward the information, contractual type and the rule of law-based. At the same time, affected by seeking the idea of"a major political power", the recrudescence of militarism emerges in the modernization of Japan's administrative culture, which should be noticed by China and other countries surrounding Japan.From above discussing, the thesis can make the conclusion on the enlightenment that China can get from modernization of Japan's administrative culture. It should be on the basement of reform in economic growth and economic system. Treating the traditional administrative culture and administrative culture of Modern west dialectically and finally establish administrative culture of Contractual and Service Type.
