These roles are mainly played in enhancing the capacity of enterprises' making innovation, in promoting industrial structure, in developing quickly service industry, in making information industry grow up in high speed and in enhancing the quality of national economic growth. Then, according to the facts of economic development,it analyses that deficient consumption is the main contradiction in economic practice in our country and by method of positive analysis expounds embodiments of deficient consumption, saving and hampering factors in some respects. Finally the assay considers moderate consumption growth and transformation of economic growth pattern should be promoted by a series of policies and measures and by reasonable distribution of income between resident consumption and saving.
