Due to the special geography features in our country, development of polities and economy between different areas is not in balance, Which leads to the different degree of development of ecological environment construction. The west area of our country is very rich. However, because of the limits in the history, there was much deviation on the exploitation of resources. Resources are wasted and destroyed. The quality and productivity of resources are reduced. According to the demand of the resources for the development of economy, the gap between the demand and supply is interesting. At the same time, between on the environment and ecological disasters are more and more serious. All these bring serious problems to the key system which leads to the sustainable development of the west. How to make good use of resources and keep its sustain is significant to the sustainable development of west, even of our country. The final aim of the western exploitation is to gradually decrease the divergence between different areas and achieve the aim of the east and the west become rich together. The process of urbanization and development of economy interact and stimulate each other. Speeding up the process of urbanization has strategic function to the development of economy in the west. On the background of western development, firstly, this paper analyzes the real situation of ecological environment in detail, and points out that the fundamental reason of the accelerating worse environment is the undeveloped economy. Furthermore, this paper puts forward that measures should be taken to protect the environment in the strategy of western development, in order that, we can seek the sustain way of development in the west and construction of ecological environment. Thirdly, by analyzing the sustain of the system of cities and towns in the west, this paper points out that the western area is in the transitional period from the early stage of industrialization and urbanization to the quick developing stage. Accelerating the process of the urbanization has strategic function to the development of the western economy. Lastly, the paper puts forward the steps to promote the urbanization of the west.
