When it comes to urbanization, people always use a simple index ?the proportion of urban population to measure its level. Obviously, such a viewpoint is one-sided. Actually, urbanization can be looked as a process that involves almost every aspect of the national economy. So in this paper, we only choose two contents of urbanization to be the object of study ?employment structure, urban & rural population structure. From this angle, we try to prove if the changes of two structures can keep coordinate, it will do goods to the whole urbanization.It is said that the oldest city emerged 5500 years ago, but the rapid growing of cities just began from the 18th century. It was the famous Industry Revolution that caused cities to burgeon. In past 2 centuries, most of developed countries had accomplished this process. Their experiences and lessons can be used for reference and much data has been collected to confirm the relationship between employment structure and urban & rural population structure really exists.After analyzing Zhejiang's data, we are under such an impression: the changes of two structures are not coordinate. Then we need to know the reason for it and the result it causes, such as: having come into being an obstacle to protect environment, use land efficiently, improve people's quality smoothly and so on.This conflict is becoming an important factor that has great effects on the whole urbanization. How to solve the problem? Which kind of model is the best way? We should make decision according to our own conditions. Considering Zhejiang's advantage and disadvantage, we believe developing small city & town will be a suitable way to promote the urbanization process and then achieve our goal in near future.
