Since the reform and opening up,the domestic economy had been developing rapidly and continuously,along with the advancement of the modernization,and the urbanization rate in China increased from 17.9% in 1978 to 59.58% in 2018.At the same time,the large-scale population mobility continued throughout the country,and the household registration system and the allocation of resources had been optimizing.Population mobility had brought about changes in rural population structure,and values and social capital network.According to the latest data released by the National Bureau of Statistics,there were 286 million people separating of registered and actual residences in China.Although these people lived and worked in cities,it still belonged to the rural registered residences.The mobility of a large number of rural people has brought about changes in the structure of traditional rural social capital.In the meantime,the development of population outflow had slowed down or even stagnated,the traditional rural order had declined,the impact of social value had continuously growing,and the social capital network had become discrete,rural governance was facing lots of difficulties.The Nineteenth National Congress of the Communist Party of China put forward the following proposals: implementing the strategy of “rural revitalization”;and striving to revitalize the countryside with strong agriculture,beautiful countryside and rich peasants in an all-round way.Rural areas in Western China were the typical areas where the population continued to flow out.In the countryside,intellectuals and rural elites left the countryside and entered the cities;a large number of young and middle-aged laborers had flowed into cities,so the momentum of self-development had been greatly weakened.In addition,the long-term urban working life of migrant workers had brought about changes in lifestyle and values,as a result,governance challenges were particularly prominent in rural political norms,basic social order and community shaping.This paper,by means of literature research and investigation analysis,though on-the-spot investigation,questionnaire survey,conducted in-depth investigation on the Rural Population Flow in L Village(the author's birthplace),and the present situation of its governance,and researched the existing governance dilemma,and tried to propose solution to this.This paper was divided into five parts.The first part is introduction.This part mainly introduced the research background,research status and research content and methods.The second part is related concepts and theoretical basis.This part went into the concepts of population mobility and rural governance,and the concepts of.public governance theory and social capital theory related concepts.The third part mainly described the demographic changes of the sample village L in recent 10 years and the current situation of the main body of economic,social and rural governance.The fourth part put forward the dilemma faced by the rural governance of L village under the background of population mobility and the reasons for the dilemma,through the analysis of the current situation of L village.The fifth part gave an account of the objective and the optimal path of rural governance in L village,based on the analysis of the difficulties faced by the fourth part.
