The opportunity and challenge both will exist at the same time when China joins WTO. As a big agricultural Province, Hebei Province has to, in the international and domestic markets, adjust the agriculture production structure according to its own natural resource conditions and the changes of market demand structure after being a member of WTO. This will make good use of domestic resources and resources abroad, and raise the whole quality and benefit of agriculture. The purpose of this project research is to find out, through analyzing the adjustment of Hebei province plantation structure and various risk elements affecting the agriculture production, the tactics to carry out the adjustment of Hebei plantation on structure and to avoid risks, and to make good use of this buffer period of time before entering WTO and be well prepared strategically and tactically. This includes a better distribution of agricultural resources, setting up social service organization of agriculture, to construct agricultural insurance system and social protection system and make it perfect. All these will help our provincial agriculture to get used to the new situation when we enter WTO. This report is completed in accordance with the requirements of WTO? s rules. It reveals the actural situation of provincial plantation development and has a deep investigation and study of typical agicultural production districts, organizations and private individuals. It also carries out the general analysis and case study. This research gives some thoughts about the plantation structure of Hebei Province and carries out systematic and analysis of the changes of various risk elements such as changes of unit productiion output, trading prices, technology, consumer抯 preference, governmental policies, and elements of law and social environment through the whole adjustment process. It estimates risks and builds up a risk analysis model through statistic methods to support decision making. Comparing and in consideration of the advanced domestic and international management models, this report also provides the tactics to distinguish and avoid risks of adjustment of plantation structure of Hebei Province including micro tactics to be taken by private individuals in their agricultural production operation and macro tactics adopted by government. In consideration of present situation of national agricultural insurance, this report also discusses future model of the provincial agricultural insurance.
