Ships sail around the world, so ship administration by flag states is very important. Many states have enacted SHIP LAW or analogous laws. The international organization concerned also drew up large quantities of international conventions.Our legal status quo about ship administration is far away from perfection and cannot suit the need of our shipping development. This paper has discussed on and researched into the present international conventions and our legislation related to ship administration. With the consideration of the reality of our state, the paper analyzes the necessity and probability of making SHIP LAW . After that, several topics, including the regulating subjects, main content and scope of application, some other topics such as the ship's registration, ship survey, ship anti-pollution, legal liability, and so on, are carefully selected for detailed expounding.
