An Exploration Of The Democratic Construction Of Shan Ganning District

The important historical position and function of Shan Canning district, which became the focus of all the Chinese people. It went through the changes from Soviet's democratic regime and democratic regime against Japan to people democracy regime. Especially in anti-Japanese war the district was not only the war stronghold, but also the democratic symbol.The democratic construction of Shan Canning had rich content for every aspect of social life, which was involved into the fields of politic, economic, military affairs, culture and education, sanitation and so on. This dissertation explains three approaches for realization of political democracy. The first approach was to extend the democracy at basic level .By means of the true general election in country; the state was subject to certain principles of directness, generality, equality, freedom, and competition. At the same time the state held parliaments according to the rank on the base of villagers' assembly so that peasants could involve into political events and supervised government. Therefore embryonic form of villagers' self-government was gradually formed which has the feature of democratic election, democratic supervision, democratic policy-making, and democratic management. The second approach was to improve the democracy in the China communist party (CCP). The key needed to strengthen the construction of the thinking against narrow empiricism, mechanism, bureaucracy, sectarianism, liberalism, corruption and degeneration and so on. The CCP helped the communist member to achieve the democracy on ideology and style through Marxist education and rectification movements. Meanwhile because of the indifference between the party' and administration the CCP carried out the policy, which was beneficial to the construction of administration. The third approach was that the CCP and other parties achieved democratic cooperation according to the system of the one-thirds. The CCP assured the status of other parties in parliament and government by means of the system of the one-thirds who had real duty' and rights. When numbers of other parties were not enough to reach quota the CCP took methods of extra employment, recommendation and guarantee, which assured other parties members to arrange political affairs.Of course, the democratic construction of Shan Canning had the limited aspects, but these were minors. More significantly it had itself pertains with bright trait of the times. Systematic and all-aspects democracy construction in Shan Canning established the leadship status of the CCP and good foundation of socialism democracy. We could borrow the experience from successful reform. One point we need to pay attention is that direct election institution of Shan Canning give the inspiring meaning unto present election system .It is worth our thinking and seeking.
