Democratic Electoral System And Operation Mechanism In Shan-gan-ning Border Region During Anti-Japanese War

During Anti-Japanese War, under the leadership of the Communist Party of China, two large-scale democratic election campaign were carried out successfully in Shan-gan-ning border region .The first democratic election campaign of Shan-gan-ning border region are from May 1937 to December , which are through the four elections of village, district, county and border government .After the elections, the opening of Shan-gan-ning border region Senate session was open on January 17, 1939 in the North Shaanxi Public School auditorium and the first anti-Japanese democratic government was established. The second democratic elections of Shaanxi-Gansu border region , which is "tripartite system" democratic elections, are from February 1941 to September, while the end of border region legislative elections came. On 1941 November 6 to 21 ,the new Senate meeting was held in Shan-gan-ning meeting hall for the first time the General Assembly in Yan'an .As the Senate session had convened a plenary meeting on1944, December 4 to 19 in Yan'an, so are known as the Shan-gan-ning second session of the second Senate session .After the elections, the border region built the democratic regime of the "tripartite system" from top to bottom .During Anti-Japanese War , the democratic elections of Shan-gan-ning border region, had made an outstanding contribution to the victory of Sino-Japanese War . It also has a positive reference and experience to the democratic political construction of the Chinese communist party in the new era.
