Organization innovation is the important source of economic growth. As another organization innovation after the family contracted responsibility system with remuneration linked to output, farmer professional co-op is keeping to the point of solving a series of problems, such as adjusting agricultural structure, increasing farmer's income and facing the challenge of entering into WTO. To study the development of farmer professional co-op is of significance realizing the sustainable growth of our agriculture in the new stages.This thesis firstly analyzes the farmer professional co-op qualitatively, illustrating its concept, character and intention, comparing with the collective organization in the fifties and sixties from the pattern of organization and the mechanism of operation, which draws that farmer professional co-op is a new type of agricultural cooperatives. Then this thesis puts forward that the development of farmer professional co-op is based on the theory of system changes and organization innovation, on the theory of productive forces and production relations, and on the theory of transaction cost; analyzes the economy and reasonability of the development of farmer professional co-op by the study means of new institution economics, which benefits to realize the outer profit under the family contracted system; brings up the reasonability and significance of the development of farmer professional co-op by analyzing its development achievements. Next based on the development practice in Langfang City, it puts forward the obstacles of developing the fanner professional co-op, which lie in the diversity of organization type, in the informality of the operation mechanism, in the dependence on outer organizations and the instability during the development; also poses that the restraint factors of the development of farmer professional co-op lie in the system restraint, subject restraint and support restraint. Last, according to the restrictive factors during the development of farmer professional co-op, this thesis advances that we should promote its development on the basis of respecting the farmer's desire and stabilizing the family contracted system, adhering to the principles of following in order and advancing step by step, suiting measures to local conditions and the combination ofthe government's encouragement and the farmer's self-willing. Therefore we shoulddevelopment the farmer professional co-op from the start of cultivating system subject, perfecting system object and improving the objective environment.
