As a result of the induced regulation change of China, farmer professional cooperatives has played an important role in both economy and culture development. Since "Farmer Professional Cooperatives Law" was adopted in 2007, farmer professional cooperatives have become a shining "political star" solving "Three Rural Issues" and got much support of government resources. However, in actual operation, the development of farmer professional cooperatives was affected by so many factors, showing a lot of diversities and irregular problems. These problems have reduced not only the running efficiency of the market but also the security of national public finance and market trades, which shows misunderstanding of operating the "Three Rural Policies". With the development of farmer professional cooperatives, the operation process needs a change from amount expansion to quality improvement. During this change process, the supervision problem of farmer professional cooperatives occurred. So, the need of external supervision on farmer professional cooperatives is so eager than ever, especially when there is little internal supervision on farmer professional cooperatives.Apart from the Introduction and conclusion part, the article is divided into four chapters. Based on research statistics and useful examples, the introduction talks about the reason and meaning for me to choose this topic. I also conclude some related research situations abroad and make a few comments. Main ideas of the chapters are as follow:The first chapter shows the background of external supervision on farmer professional cooperatives. In this chapter, I will briefly define the farmer cooperatives, external supervision and other related concepts. Combined with the current situation of the farmer professional cooperatives development, I will use some useful examples to discuss some irregular problems occurred during the operation process of external supervision on farmer professional cooperatives and try to explore the reasons for them. I will also show some shortages of the existing external supervision on farmer professional cooperatives from the perspective of the existing legislation and practice in China. The second chapter is about the necessity and basic theories of external supervision on farmer professional cooperatives. As the theory and practical parties have a debate on "liberal" and " interventionism ", I will explain the necessity of external supervision on farmer professional cooperatives and set up the basic theory of external supervision on farmer professional cooperatives, combined with government intervention theory, asymmetric information theory and the theory of externalities. The third chapter contains the comparison of regulatory and supervision experience on farmer professional cooperatives a typical agricultural cooperatives with France, Japan, Britain. In Chapter Ⅳ, Ⅰ will tell some advice on strengthening external supervision on farmer professional cooperatives. This chapter contains some discusses on the objectives of the external supervision on farmer professional cooperatives, scope and limits of government intervention, the content of external supervision and some specific legal advice on how to improve external supervision on farmer professional cooperatives in the aspects of legislation, operation, supporting systems and measures.
