| Water crisis is one of the most concerned problems in the world, and has become a restricting factor in the sustainable development fo economy in China. Meanwhile, water resource has value and price, and the price lever is the key to solve the problem.This paper, based on the theme of "water value and price", demonstrates the theories and application of water value and price, and discuss the water price which is the embodiment of the water value. Finally, taking Guanzhong area as example, the paper analyses the present situation and problems of the water price and give some suggestion.Paper main contents include:1. summarize the research trends of the theories and application of water value and price.2.describes the theories of water value and its connotation, and introduces theories of resources based on the theories of landtax,.3.combining with the characteristics of water commodity, the thesis analysis the factors that affect the water price, principles in setting water price, and ways to compute the price. It reveals that the reasonable water price in china is the price settled by cost accounting and water value.4.analysis the present situation and problems of the water price , illustrating that: the water price for industry roughly reaches or exceeds its cost,but the price for agriculture,living and administration units goes below the cost; the price structure in Guanzhong area does not include the values of water resource and the value of environment; except for the agricultural use, the water cost is of small proportion in production and living, resulting in the unconsciousness of water saving.5.Studies on adjusting the water resource configuration with the price lever in Guanzhong area. Through analyses price flexibility and price supporting capability of water use in different departments, estimates the potential of price adjusting in vary types water resource configuration. Discuss the project of adjusting water resources configuration with the price lever in different departments as the reasonable water price is established in Guanzhong area .Suggestion offered to the price regulation for Guanzhong area includes: clearification of water right, and set-up of water markert; speeding up the reform of water system, forming a united management of water resource; regulating the prices to the level beyond its cost in different departments; regulating the structure of water to reflect the water value; increasing the water saving consciousness by restricting the quantity of water use.
