Investment climate of non-state run enterprise mainly refers to the external conditions which affect the capital of the enterprise work efficiently. It has been a long time since non-state run enterprise appeared in the land of China. The prospective development of non-state run enterprise is connected with the optimization of the investment climate. But there are still some problems for the short time development and the bad investment climate. Its development, recession and disappearance are connected with investment climate. Now, In the wave of economic globalization, China's non-state run enterprise has stepped into the door of WTO, which will face or has begun to confront all the challenges in the world market. Contrasted with the non-state run enterprise in the western developed counties, there are many disadvantages about investment climate needed improving and optimizing.This paper mainly includes the following 5 parts. Part I : Introduction. The research background, current research status, research approaches and the theoretical base of this paper are introduced, which formulates the connected conceptions and theoretical premise needed in the coming discussion. Part II: The comparative analysis between China's and western developed countries' investment climate of the non-state run enterprise. The investment climate of non-state run enterprise in the history is reviewed vertically including the investment climate changes and their influences to the development of non-state run enterprise in different stages from the end of the Qing Dynasty till now ; The investment climate of non-state run enterprise in China is contrasted horizontally with those in western countries. It is compared from two aspects: one is the related institutional climate affected by the length non-state run enterprise has experienced. The other is the valuable conception affected by the cultural tradition. This part represents the general investment climate of non-state run enterprise in China from the aspects of time and space. Part HI: The appraisal of the investment climate ofChina's non-state run enterprise. The current investment climate of China's non-state run enterprise is analyzed from the angles of the son-climate such as international climate, political climate, economical climate, social climate and technological climate. These individual son-climates influence each other, restrict each other and promote each other. For the dynamic characteristics of investment climate, the reasons helping the formation of current investment climate and the trends of investment climate in the future are dynamically analyzed. Part IV: The countermeasures to optimize and control the investment climate of the non-state run enterprise in China. With the development of reforming and opening, to continue to perfect the market economy system is the general measure to optimize the investment climate of non-state run enterprise. The son-climates are mainly affected by the factors of policies and laws, human resource and capital. From these three aspects, some measures are raised such as perfecting the political climate and developing the market economy culture; completing the capital market and optimizing the capital climate; developing the human resource market and improving the quality of the non-state run enterprise staff. Part V : Conclusion.
