Nowadays, the polarization of enterprises' scale, which means the coexistence of a few super-large corporations and a huge number of small and medium-scale corporations, is a great tendency in the business organizations' development. People always give more attentions to large ones because of their evident importance. Nevertheless, the economic crisis prevailing through Western countries in 1970's and the financial crisis prevailing through eastern-and-southern Asia in 1990's, change people's traditional views on enterprises' scale in such a great degree that they come to appreciate the significance of small and medium-scale enterprises. Their functions, such as the "lubricant" of economic fluctuation and the "reservoir" of employment, deepen the understanding to small and medium-scale enterprises all over the world. As the extraordinarily rapid development of technology, another function of small and medium-scale enterprises-the "propeller" of technological innovations-becomes more and more conspicuous in the economic system. The thesis tries to research on small and medium-scale enterprises and their technological innovations from the view of both theories and practices.This thesis includes five chapters. In the first chapter, it introduces the definition, classification and theories of technological innovation. In the second, it introduces the quantitative and qualitative standards of how to define a small and medium-scale enterprise, and puts forward relevant principles of how to perfect the standards according to the definition's transitional history of China. Finally, it elucidates the phenomena of small and medium-scale enterprises' existence by discussing a series of related theories. In the third, it reminisces the development history of Chinese small and medium-scale enterprises and analyzes their instrumental significance insightfully. In the fourth, it introduces the theories on small and medium-scale enterprises and their innovations, and discusses the interrelationship between the two through the practices of Chinese nongovernmental technological enterprises. In the fifth, according to the difficulties that Chinese small and medium-scale enterprises confront, it puts forward a series of policy suggestions, which could be instrumentally meaningful to develop small and medium-scale enterprises in China.
