At present, there are more than 8 million small and medium sized enterprises in China, occupy 99% of the total number of enterprises in China. Small and medium sized enterprises are playing important roles in guaranteeing the moderate increase of national economy, alleviating the employment pressure, promoting the technological innovation, improving the development of national economy, and in maintaining social stability. Just as some authoritative said, "without the development of small and medium sized enterprises, there would not be the miracles in economic development in China since the reform and opening to the outside world." So , the issue of small and medium sized enterprises has gained unprecedented attention from the theoretical and practical departments of our country. But the studies remain in the tentative period. The writer has consulted many relevant materials. Yet it is a pity that few researchers study small and medium sized enterprises in China as a specialized management issue. The theory is always lag behind the practice. It is only a conclusion and distillation of practice. The continuous pursuit for rules is always the mission of researchers. The research route of this article on the small and medium sized enterprises in China is starting from its definition and status quo and analyzing the interior and exterior environment of it from the perspective of management. In addition, the writer will advance his own understanding. Technological innovation and informationalization are the keys to improve the kernel competitiveness of small and medium sized enterprises, the powerful weapons for the existence and development of small and medium sized enterprises. While ERP is the important content of informationalization. To enterprises, it is not only a information system, it embodies, more importantly, management thought of modern enterprises. It can be said to be "killing two birds with one stone." From this, this article will study technological innovation and ERP respectively as two topics. This article will try to use the newest statistics data to do empirical analysis. For example, in the article, through the statistics data of 126 small and medium sized enterprises in Tianjin, the writer illustrated on the linear relationship between the technological development expenses of small and medium sized enterprises and the sales profits of enterprises and make counter-strategy and proposals to the technological innovation of enterprises from the perspectives of enterprises and the government. The writer is familiar that the issue of small and medium sized enterprises will be a permanent topic and that further cognition and understanding depend on the writer's continuous study and practice in later days.
