SME account for a considerable proportion in the national economy and create a large quantity of job chances. Moreover, SME and Entrepreneur Spirit and Venture Consciousness which are cultured by SME have become the pith of modern civilization and market economy and the innovate and developmental base of market economy system. To certain degree, we can say that there would have been no market economy if no SME.Innovation is the soul of a nationality. The improvement in the ability of Technological Innovation of SME is very vital for a nation to keep it competitive in the global market and sustainable in the development of economy. However, SME face many difficulties in the process of Technological Innovation, how to enhance the ability of Technological Innovation of SME is a problem many SME need to solve. So this thesis makes research on this subject.At first, this thesis lays the stress mainly on the research of the general theory of Technological Innovation of SME, generalizing the definitions of SME of many countries including US, UK, Germany, France, Japan, China and so on, dissertating the role SME play in the national economy and the job chances SME create and the meaning of Technological Innovation, that is, Technological Innovation includes a series of activities, from the creation of the idea of new product or new technique, to R&D and commercial production, and to application to market, analysing the types of strategies of the Technological Innovation of SME and how to choose the strategies at different time in the development of SME.The next, this thesis analyses the present developmental situation of SME in China and the problems SME face, one of which is an acute shortage of the personnel in R&D and technicians, and put forward a opinion that it is very vital for SME to take Institutional Innovation to save this problem.Then , the thesis analyses the definition of the Institution, Institutional Innovation and the internal correlation between Technological Innovation and Institutional Innovation and take a institutional settlement for Technological Innovation of SME, Which is a construction ofsupport system of human capital for SME, and demonstrates that the Binary Pay Structure (BPS) is a effective incentive contract that can not only motivate the technicians but also control the innovation risk.Finally, the thesis put forward the suggestions about Technological Innovation of SME in China.
