The thesis consists of four sector as following,enterprise,strategy and enterprise strategic management,the brief introduction of National Automobile Quality Supervision Test Center (Xiangfan) -NAST,the weakness of NAST on enterprise strategy and enterprise strategy management and achieve the strategic object of NAST.Enterprise strategy is defined as overall consideration that an enterprise promotes its development and survives in compliated and various circumstances. Now it is in times that strategy is more important than ever. In order to establish modern enterprise system,run capital,internationalize the enterprise,a enterprise has to make its strategy of high quality. Whether its strategic quality is high or not plays leading role in .As a compass the power of an enterprise.Enterprise strategic management is the chief and top level mission in the course of a modern enterprise management. It was advocated by Berard,an American economist. Many schools of enterprise management have taken shape,such as the school of popular,resource allocation,objective strategy and industrial organizational. Strategy since then. Enterprise strategic management is comprehensive art and science focusing on making,executing and assessing enterprise management decisions and acts. Adequate enterprise management decisions and acts can assure achieve a enterprise object in a fairly stable period. Strategic management can make a enterprise or institute focus more on superreality than on reality in the course of future planning. It will play import role in achieving an enterprise object whether the strategic management execute effectly or not.So two kinds of benefit gain from the strategic management,one is interest of profit,and another is interest of nonprofit. The function of strategic management is embodied in two aspects. Firstly,the thought of strategic management came into being in the stage of comprehensive management planning indicating in systematic theory. Secondly,strategic management promotes standard of management. In a word,strategic management is a comprehensive method consisting of many subjects. It was developed step and step.NAST is a third-party test/calibration laboratory with independent legal position. It was approved by China National Accreditation Committee for laboratory. But NAST has weakness on management. First,the administrators play more importance on the details than on the study of its strategic management. Second,the administers are used to centralization,or aren't good at uncentralization,so the range of management is too wide to be inefficient. Third,its strategic object is formalistic and isn't accepted by its employees. Fourth,it doesn't attach importance to its human resources.To resolve the question,the author puts forward suggestion to NAST. First,strategy alliance should be established in order to strengthen the influence of NAST.(1) Strategy alliance is one of the strategies developing enterprise. There are three ways of developing enterprise. Such as inner enlarging,annexing other enterprise and establishing enterprise strategy alliance.(2) How to estabilish effect enterprise strategy alliance includes three stage partners. First,suitable strategy alliance partners should be selected carefully. Then it is the stage of the devision of strategy alliance and holding negotiations. Finally it is the stage of executing and controlling the strategy alliance.(3) The advantage and disadvantage of strategy alliance. The advantage of strategy alliance includes:1) Its coordination which can intergrate oneself's with other enterprise's resources.2 ) Raising the running efficiency.3 ) Decreasing the risk of an enterprise which may take hold of a poor risk opportunity.4) Promoting the technology interchange between partners.5 ) Forming strategy alliance with competitors to avoid failure each other.6) Acquiring important market information to promote the sale.7) Absorbing capital from large company by means of stocks or R&D contract.8) Guaranteeing the...
