The goal embodies that our Party and government care for the development of the minority towns. Furthermore, it is one of the central tasks whose purpose is to do a good job in ethnic issues and carry out implementing the Party's national policy. However, with the development of times, the development gap between the minority towns, as the regions of living with scattered mixed ethnic groups, and the other regions all over the country has not been narrowed; on the contrary, the development gap tends to be broadened.In recent years, Jilin Province has listed minority towns as the emphasis of poverty-relief on the basis of minority town's reality. The economy and social causes of minority towns have been made rapid progress through inviting investment, adjusting industrial structure, reinforcing labor export, taking effort to cultivate new economic growth point and continuously strengthen inter-counties economy. But compared with the provincial developing level, there are still some practical problems, such as minor gross economic production, weak infrastructure, slow adjustment of industrial structure and limited channels of income increase. Many minority towns are still in the conditions of poverty and backwardness. Thus, it is imperative and indispensable to analyze deeply the developing policy of minority towns of Jilin Province and to consider seriously new ideas for development and new settlements.At present, the national government has already stipulated explicitly to boost the development of minority towns in the aspects of finance, banking, taxation, special fund and infrastructure construction. Jilin provincial government also successively enacted series of preferential policies and measurements, such as"Several Regulations on Administrative Work of Minority towns of Jilin Province","Ordinances on the Protection of Scattered-Living Minority Nationalities","Decisions on Promoting the Development of Minority Nationalities and Nationality Region's Economy", aiming to actively support the economy of minority town and social progress. Nevertheless, with the ongoing development of the current trend, the existing policy system of minority towns can no longer fully satisfy the standard of ruling the country by law and the requirement of self developing. Moreover, the scientificity of policy-making, democracy and legalization need further improvement.From contents, the existing policies and regulations of minority towns are at large abstract and weak in operation as well as being instructive and demonstrative regulations, which have the disadvantages in the restrictive contents and lack the measure and system of implement. From structure, the wholeness of developing policies of minority towns is so poor that the specifications and the supporting measures are not sufficient. The legislation of minority towns appears the characteristics of"ends strong but middle part weak"with the imperfect legislative system and the obvious fault phenomenon. From procedure, it is commonplace to meet the tough situation of implement and improper supervision. The stipulation of policies and the supervising systems of the existing minority towns are deficient in explicit supervising principles and standards which lead to more demonstrative clauses, less restrictive and punitive clauses. Second, the construction of cadre groups needs to be improved, due to the low making, unreasonable professional structures and the lacking of self-development realization. Last, there are many problems on the executive functions of minority towns. They are, the pressure from the superior administrative unit is great; there is no integrity and corresponding independence in the organization structuring and the legitimate authority; the turnover of the county finance is in deep trouble. What's more, the relationship among the county Party administration of minority towns, the government and the National Congress on power is hard to mediate.From the analysis above, the thesis holds the idea that four aspects must be considered when to design and implement the scientific, reasonable, creative and effective the policy system of minority towns, that is giving consideration to the strategic breakthrough and the technical operability; the economic and social benefits; the wholeness and phases; the specificity and the regularity. Aiming to the situation of being low in self development, inadequate in infrastructure, large poverty-stricken areas and lag behind in economic development in minority towns of Jilin Province, the developing policies of Jilin minority towns in the new times should be based on the principle of wholesomeness, coordination and sustainment to enhance the developing ability of minority towns by means of perfecting the developing system and regulating the well-targeted and operative measures. Consequently, the economic power will be fortified successively and the economic performance be improved conspicuously, and social causes be harmoniously developed together.The prominent task is to improve the scientificity of developing policies of minority towns in order to perfect the policy system of it. Many aspects are concerned, including the practice and creation to the present developing system; policy sorting out; stimulating the construction of legislative process; reinforcing the supportive system's construction and perfecting the supervisory system of minority towns. Hence, the stipulation of developing system of minority towns will be more justified, fair and effective. The contents of the policies will be the right reflection to the social public benefits. Meanwhile, the sound and good surroundings can guarantee the effective implement of the developing policies of minority towns. So it is important to realize the meanings of work on minority towns, to enhance the construction of cadre group, to optimize the structure of civil servants, to equip reasonably with cadres from minority nationalities, to build healthy surroundings for competent people, to work well in human resource management; to perfect the operational mechanism of minority towns'government; to balance smoothly the authority relationship between counties; the counterpart relationships among separate functional department; to deal with well the relationship among government, Party organization and the National People's Congress. The strong measures must quicken the minority towns'financial situation out of poverty. In this way, the policy system of minority towns will be perfected constantly and the research on the theories of minority towns will be innovated.
