After China's entering into WTO, grain safety is again becoming a enthusiastic topic. According to the definition of grain security, this thesis mainly analyses the security of supply, the fluctuation of production, consumption safety and grain security of poor people from the macro-level and micro-level respectively. The influence on China's grain safety brought out by entering into WTO varies from the short term to the long term as a result of influence appearing step by step on the macro-level. And the influence on poor people in urban areas is different from that on poor people in rural areas resulting from the various mechanisms.At first, author discussed the short influence by China's entry into WTO to judge the possibility of manifestly decreasing of domestic grain supplying through the analysis of the origins and character of domestic grain production fluctuating; the relationship between grain production fluctuating and grain international trade; the correlations of farmer's grain production action and grain sailing action to grain price; the current national production structure layout as well as the cause.Then, author discussed the long influence brought out by China's entry into WTO to judge the possible tendency of domestic grain supplying though the analysis of factors affecting grain production including cultivation areas, unit production, fertilizer input, irrigation areas and so on as well as impact on supplying safety resulting in economical developing; current grain comparative advantage and it's possible influence on grain supplying; grain fluctuation tendency from the aspect of the fluctuating character of grain cultivation areas and its cause.Finally, author discussed the impact on poor people including the urban people and the rural people by China's entry into WTO.
