Considerable development of highway transportation has taken place in Sichuan province and west China since the last 20 years of reforming and opening to the outside world. However,it still can not meet the social economy. Underdeveloped highway transportation becomes the primary factor to ristrct social economy development in Sichuan and west China. On the other hand,the lagged economy restrains development of highway transportation vice visa. Thus,economy development and highway construction restrict each other to form a vicious circle and a structural contradiction .At present,to develop infrastructure constrction of highway transportation is of great stresses and demands. Therefore,for the principle of "transportation first during the economy development must be followed. In addition,only by finding a suitable fund-raising channel can fasten construction of Sichuan highway transportation,so as to solve the contradiction between economy and transportation and make both of them develop normally.In process of the research,taking Sichuan as an example,the paper presents a detailed description of current situations and existing problems of Sichuan highway transportation. Secondly,after analyzing the fund-raisingtheory,the paper brings forward the principles of funds-raising for highway transportation construction in Sichuan province and west China. Especially it explores the suitable financing channels of tolled highway and non-tolled highway. Finally,the paper probes into the preferential policies that the state and local government can offer.The Result of this paper can be provided as reference for Sichuan and other provinces in west China.
