Yunnan is located in the Yunnan Guizhou Plateau,the province's land area 84% is mountainous,the special geographical factors determine that the transportation of Yunnan is mainly based on the road.With the development of national economy in Yunnan Province,vehicle overloading serious damage to the roads and the traffic safety problems have become increasingly prominent,has become the main factors restricting the development of road transportation industry,which has become the impact of local economic sustainable development of the important factors..Therefore,in order to ensure the safety and smoothness of highway transportation and promote the development of Yunnan's national economy,it is necessary to carry out highway overtaking work.From June 2004,Yunnan Province to carry out province wide unified overload,through centralized management and overload work achieved good results.But overload work by centralized management stage into long-term governance process in that province's highway vehicles transfinite rate showed a larger rebound.To this end,the smooth implementation of the highway vehicle overload transportation management to achieve long-term,is an important issue.The through study of highway transportation vehicle overloading concept and criteria,with the related theory of public management to the cause of overload vehicles transportation analysis,and analysis summarized in Yunnan Province at present to carry out overload work present situation and existing problems,combined with domestic and international governance the advanced experience of the overloading of transport vehicles,put forward countermeasures to realize long-term Yunnan highway vehicle overloading transportation management.
