International trade is one of the major threats to survival of species of wild fauna and flora. For the purpose of protecting endangered species not detrimental from international trade, the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) was born in 197,0s. By evaluating the status of the species and impact of the international trade on the wild population of the species, CITES classifies the endangered species in three distinct Appendices. Any international trade in specimens of species included in the CITES Appendices should be regulated by each Party by issuing and examining a permit or certificate. CITES is a well-known effective international convention. It not only introduces the measures such as trade monitor, trade restriction and enforcement cooperation to ensure that CITES will be fully implemented by each Party, but also establishes its own Secretariat, Conference of Parties and relevant Committees to coordinate its implementation, adjust its policies and amend its Appendices.Since China acceded to CITES in 1981, China has made great achievements in the implementation of CITES. However, China also exsists the following problems: the participation in the CITES affairs is not enough; the domestic laws do not fully meet the requirements for the implementation of CITES; the management and enforcement measures are not very powerful; and the monitoring on wildlife resources and trade are not sufficient. Those problems may threaten the global wildlife resources, weaken the CITES effectiveness and undermine the impression of China in the international conservation community.The future circumstances for China to implement the CITES are still austere due to the following reasons: the CITES becomes restrictiver and restrictiver, the implementation of CITES in China is getting more challenging, the tasks of protecting China' s national benefits and against the international pressure become heavier and heavier, and the work for harmonizing the conservation and use of wildlife in China is getting more difficult.The future directions in making more influences on CITES affairs, doing well the implementation of CITES and gradually change the world' s attitude to China include: to fully involve in CITES affairs, to actively draft and submit the proposal of Resolutions, Decisions and Amendment to the Appendices, to seriously study and deal with the Notifications and proposals issued or submitted by CITES Secretariat, relevant Committees or other Parties, to fully'implement the provisions of CITES Text, Resolutions and Decisions, to try to perfect the domestic laws realted to implementation of CITES, to forcefully strengthen the wildlife management and the coordination of governmental agencies, to strictly limit the use of wildlife, to further crack down the illegal activities relatedto damaging of wildlife, to do well the work of study and monitor of wild and captive population and the use of and trade in wildlife, to publicize the provisions of CITES and related Chinese laws, and to enhance the cooperation between China and other countries and international organizations.
