The New-Type Trade Barrier And Analysis On The Counter-measure Of Our Country

The international trade barrier has hindered function on international trade, it should be reduced and dispelled progressively. But in the present international trading environment, trade barriers generally exist in various countries. And the new-type trade barrier is in course of developing, which certainly have a greater and greater impact on our country's foreign trade and international trade. If a country lacks the trade barrier, the international competence of its goods will definitely be reduced. After China's joining WTO, we will cancel some trade barriers, which has weakened the trade protection of our country directly, and has made loss on the trade benefit of our country. So, it is necessary for us to further investigate the international trade barrier, and actively seek the solutions to improve the international competence of the goods of our country. This paper will provide some valuable discussions on how to deal with the new type trade barrier with China's joining WTO as background. Introduction starts with tariff barrier , non-tariff trade barrier and new-type trade barrier, then introduces the background of new-type trade barrier that our country is facing: With the quickening of the economic globalization and process of trade liberalization, the general level of the world tariff has declined by a large margin . It has dropped to under 10% from 60% in the past, some developed countries even reduced it to fewer than 4%. Tariff barrier is not a main obstacle of international trade. It is more outstanding day by day of such new-type trade barrier as technological trade barrier, green trade barrier and social barrier, etc., and its impact on international trade is greater and greater, the impact on our country's export trade is more serious day by day too. Facing the present severe situation, as one developing country entering to WTO, China should comply with the international trend, strengthen the understanding of new-type trade barrier, be positive to various of new-type trade barriers. Chapter one will probe into the development of the trade barrier, roughly describe the development of each trade barrier separately. Though the new-type trade barriers our world is facing have changed to some extent in terms of the form or the content, but they have brought greater obstacle to trade facilitation. So, how to face to the new-type trade barrier becomes the subject matter of developing international trade. Chapter two will describe the overview of tariff barrier, non-tariff trade barriers and new-type trade barrier. Firstly, I will define the relevant concepts of tariff barrier , non-tariff trade barriers and new-type trade barrier. Secondly, I will analyse the reason why different trade barriers exist. Thirdly, I will differentiate tariff barrier, non-tariff trade barriers, and new-type trade barrier. Chapter three discusses the new-type trade barrier. Part one discusses the technological trade barrier and countermeasure. With the strengthening of trends in trade liberalization and integration of world economy from 1990's, two apparent changes should be considered on the barriers in international trade. One is that the emphasis of trade barriers are transferred from tariff barriers to nontariff barriers (or NTBs), the other is that the emphasis of NTBs turns from quota to Technical Barriers to Trade (or TBT). TBT has become the principal measure and advanced form of protectionism. While traditional tariff barrier and non-tariff trade barriers are influenced and dropped constantly, western developed countries take the protective measure with stronger , lower in more transparency disguise one after another --Technological trade barrier. So, this part describes characteristic, production terms and extensive influence power of the technological trade barrier mainly, and drawn the countermeasure which solves the technological trade barrier by the analysis of the above. Part two discusses the green trade barrier and it's countermeasureanalysis. Green consumption has already become a kind of world consumption trend, the sustainable development strategy has already become the theme of economic development of various countries. The green trade barrier is a kind of new-type trade barrier that the developed country constructed in order to protect the environment , and ensure the health and security. This part speaks from the content of the green trade barrier at first, analyses the green trade barrier characteristics, and the reason of green trade barrier restraining our country's export products. I will provide the countermeasure of breaking through the green trade barrier through the above analysis. Part three discusses the service trade barrier and countermeasure. Under the push of the multilateral trade system ,the service trade barrier reduced progressively , every trade participants is adjusting the domestic economic policy in order to comply with this trend constantly. On one hand they actively promote the liberalization of service trade, take the lead in cutting down this country service trade barrier. But on the other hand, the protection level of international service trade increases in a disguised form in fact. Various countries proceed from quite inferior position of service trade of national development, through internal legislation or other forms, place obstacles to service trade, influence the development of international service trade. This chapter expounds the characteristic of serving trade barrier, classify and utilize service trade General Agreement (GATS ) in the multilateral agreement under WTO frame to cross over the method to service trade barrier. Part four discusses social barrier and studies countermeasure. Following the technological trade barrier, green trade barrier, another new-type trade barrier has appeared --Social barrier.
