| Surrounding the character,relationship,and transform of uncertain environment,real-time decision-making,decision mechanism and organization structure,the following points are explained and demonstrated in this thesis by the way of combining theory and practice:Under the uncertain environment,organization decision-making have to be changed from traditional decision-making to real-time decision-making. Moreover,organization structure must be changed radically from hierarchical structure to horizontal structure in order to meet the demand of real-time decision-making because of the close relationship of the organizational mechanism and structure.In the paper,not only the concept and model of real-time decision-making are built,but also its characters and criteria are explained. In traditional decision-making,the effectiveness is emphasized,but in real-time decision-making,both the effectiveness and efficiency are emphasized. Comparing with traditional decision-making,the decision speed is specially underlined. Under the uncertain environment,decision speed is closely relative to decision effectiveness and cost. The decision ability of an organization embodies its responsibility,adaption to the change of the environment and its efficiency.In an organization,the decision mechanism and the organization structure are closely relative. Organization structure decides the decision mechanism,by the turn,decision mechanism affect the run of organization structure. In the thesis,decision mechanism is divided into the following two parts:structural compact and contextual compact. Structural compact consists of decision body,power allocation,chain of command,formal communication channel;contextual compact consists of informal communication channel,the mature level of the leader and the subordination,organizational culture and regulations & principle.These components affect each other. Their coordination is very important for the decision mechanism to run smoothly.Because Organization structure and decision mechanism are so close,the real-time decision-making -oriented characters of the different organization structures are analyzed in this paper,and the built of the new-type organization structures are specially explained.Comparing with traditional organization structure,the outstanding characters of new-type organization structure are their horizontal structure and self-managed team & multi-functional team,but its core is enhancing the ability of real-time decision-making. The change from traditional organization structure to new-type organization structure is not a pure structural change,but a strategic innovation. In line with the structural change,we also need business process reengineering,MIS,the rebuilt of organizational culture.In the course of this transform,information technology plays a key role. It is the press of the change,meanwhile,it is IT that ensure the success of the change.On the base of the above study,the point -the basic reason of this organizational change from hierarchical structure to horizontal structure is the conflict between organization structure and real-time decision-making is put forward. That is to say,one of the objects to build the new forms of corporations is to enhance the ability of real-time decision-making as far as possible.In practice,many firms are doing diversified change of organizational structure. On the whole,Excellent firms always change according to its special environment. It is expected to be self-adaptive to the varies of environment in minimum cost and come up with good effectiveness and efficiency.In the thesis,the innovation of non-boundary organization is introduced to demonstrate the above views.In managerial theory,there has a view-"built organization structure centering decision-making". I hope these analyses in this paper could deepen and supplement the view. I also hope it would be certain helpful for the Chinese firmsentered WTO.
