On The International Export Credit Insurance System

Export credit insurance is an insurance system established as a policy by the government to advance domestic trade,and to guarantee the remittance collection of export enterprises. Many countries in the world have established sound and complete export credit system,which has played an active role in promoting foreign trade through extensive business development. However,in terms of system and business development,our national export credit insurance still has a lot of flaws. This thesis intends to discuss fundamental problems related to export credit insurance,and to further propose tentative plan of completing our national export credit insurance system,so that our national export credit insurance system will benefit foreign trade growth. This thesis comprises four parts as follows.1. Export credit insurance's basic concept and its comparison with other related systems. Exposition will be laid mainly on the concept,category,features and functions of credit insurance,international trade risk and export credit insurance,and on essential issues such as comparison among export credit insurance,export credit loan .export insurance adjustment and commercial insurance.2. Research on managerial principles of export credit insurance,including exposition on fundamental principles of insurance,i.e. utmost honesty and credibility,insurance interest,compensation for loss,basic connotation of proximate cause and its application in export credit insurance. It will also include research on some special applicable principles in export credit insurance,such as risk sharing,insurance fee,buyer's credit quota application,blanket insurance,indemnity waiting period,and claim persistence,etc.3. Comparative research on managerial pattern of export credit insurance. From perspectives of national intervention degree and pattern,this thesis will analyze the essential operation patterns of the different managerial modes adopted by different countries' export credit insurance institutes and their advantages and disadvantages.This thesis also includes an introduction to the operational status of typical institutes under different patterns,and induces generalities of export credit insurance managerial pattern from such comparison. To be included is also an introduction to the basic situation of export credit insurance international organization-international credit and investment insurers association.4. Review and prospect for our national export credit insurance system. Based on a historical review and system assessment of our national export credit insurance,and from the perspectives of institute systematic re-positioning and business functional repositioning,plans to complete our national export credit insurance system will be put forward.
