Export Credit Insurance (ECI) is a special export-promotion policy established by a government in order to guarantee the remittance collection of export enterprises. ECI, as a special insurance system encouraged by World Trade Organization (WTO) laws and rules, has developed very mature in the world and has played an active role in promoting foreign trade in many countries. After China's accession into WTO in 2001, China's export volume must increase enormously. But compared with other ECI-developed countries, China's ECI development is slow and poor in respect of insurance volume. This thesis studies the fundamental characterizations of ECI and emphasizes on ECI development problems in China. The writer also puts forward his own opinions and suggestions to Chinese ECI development.The whole thesis consists of five chapters:Chapter I is titled "Overview of ECI". The writer studies ECI concept, characterization, classification, business principles, managerial patterns and legal nature.Chapter II is titled "International Legal Nature of ECI". The writer introduces WTO "Agreement on Subsidies and Countervailing Measures" and studies the legal nature permitted and encouraged by WTO.Chapter III is titled "International Development of ECI". This chapter is mainly concerned about the international history and development of ECI. The emphasis is put upon ECI systems in some developed countries and upon International Union of Credit and Investment Insurers (Berne Union).Chapter IV is titled "National Development of ECI in China". The writer emphasizes on the problems and reasons for poor development of ECI in China.Chapter V is titled "Suggestions on National Development of ECI in China". The author puts forward his own opinions and suggestions for ECI development in China. This chapter acts as also the final conclusion of this thesis.
