In today's world, the knowledge-based economy appears. It is such an economy that developped mostly basing on knowledge and depends on new discoveries, new inventions and new studies. And it is a knowledge-intensive and sapiential economy, which core rests with innovation. For an enterprise in knowledge-based economy era, innovation is more the root for its lasting developing and remaining invincible. The enterprise's strong requirement for innovation is also the strong requirement for its employees' creativity. So how to develop the enterprise's employee's creativity and making the task of human resource creativity development in an enterprise go smoothly becomes a problem faced by the enterprise in knowledge-based era that desiderates to be solved.This paper, from the theory and practice side, using the theory on creativity and the successful practice experiences on the creativity development in foreign countries for reference , discusses a series of theoretic question on creativity and creativity development and expatiates on the approaches and methods for the human resource creativity development in an enterprise. Training is the primary approach for the human resource creativity development in an enterprise all the same. In addition, shaping a favorable environment, which is propitious to the human resource creativity development in an enterprise, is also absolutely necessary.
