The way of joint producing electric power and heat is an effective measures for energy saving, efficiency enhance, pollution reducing and environment protection, which has been widely adopted by developed countries and many developing countries.Alongside the rapid development of our country's projects ofb joint producing electric power and heat, the investment main body for which becomes plural. So the economic evaluation for projects of joint producing electric power and heat becomes the matter of interest to the investors. It has a very important significance to solve the matter well for attracting investors and developing power enterprises.This thesis first expatiates systematically on the economic evaluation theory of common engineering projects, from the angle of project artificial person, studying and probing into the economic evaluation principles, contents and index system of the projects of joint producing electric power and heat by combing with its characteristics. On the bases of above, the thesis then carries out a deep study on financial evaluation and national economy evaluation of the projects of joint producing electric power and heat. By means of arrangement analytical method, profit and loss balance method and sensitivity analytical method, this thesis has made a systematic analysis and evaluation on the economic results of projects of joint producing electric power and heat, as a result, forming an evaluation index system with standard evaluation parameters and reflecting the characteristics of projects of joint producing electric power and heat, which combines static state evaluation with dynamic state evaluation, joins with the evaluation procedures for common engineering projects. The research result has been put into use in the economic evaluation for the project of joint producing electric power and heat for Ji Xi Power Plant for actual analysis, thus the research result has both theoretical significance and guiding practice function.This thesis, from the angle of project artificial person, has studied the economic evaluation of project of joint producing electric power and heat and let it independent from common engineering projects and electric power generation projects. So this kind of evaluation method conforms more to the characteristics of the projects of joint producing electric power and heat and made the evaluation result more scientific and reliable. The evaluation result for the project of joint producing electric power and heat for Ji Xi Power Plant has provided the basis for Heilongjiang Province Power Company and Power Plant to make investment decision and attraction social investment.
