As a non-government organized system and a service carrier, the third sector is an independent social organization, which is beyond administrative department and market department. It is based on maintaining pubic interests ll aims at public services and public management. The third sector has the characteristics of nonprofit, non-governmental, lawful, voluntary and public-spirited. The generation and development of the third sector is definitely related to government administration. The relationship between them is a kind of complex partner, which is cooperative as well as competitive. They compete, support and supervise each other.Corruption and politics go hand in hand in human history without exception. Political corruption is characteristic of its stubbornness, infection, regeneration, transferability, permeability, etc. and takes a variety of performance. It origins form political and economic life in society. We should come to realize anti-corruption is a long way to go, in the process of which, the supervision of government's authority is inadequate, and the strength of relevant social organizations is also urged and necessary. Only when the third sector is involved in the management of public affairs, and enforcement of social democracy by means of dispersion restriction and control of power, so as to contain the government corruption effectively.The article consists of four parts:The concept, features, management mode and its development of the third sector.The characteristics, performance and the reasons of our government corruption.Develop the third sector, contain government corruption.
