E-Government has become an irreplaceable part of the info-standardization since it was emerged in China. The development of the E-government has become an inevitable trend of the modern governmental management. The connecting between the E-government and public service, and the development on electronic public service could improve the ability and efficiency on it. In addition, it could promote the transformation of the government functions and the public participation in politics, and establish a clean, fair and efficient image of the government, and promote the public participation in politics as well.Firstly, through to the domestic and foreign e-government development research, the article describes what the public affairs network is and introduces the meaning of it. Public affairs network construction is based on the e-government content. The public affairs network is based on the content of the e-government and the Web Service technology is a basic principle to research.Secondly, this article is based on the early development and theoretical studies to propose site advantage, opportunity, threat and deficiency by SWOT analysis technology. Put forward public affairs network construction idea and goal orientation, to guide the public affairs network construction.Thirdly, target and orientation as a starting point, e-government as the guidance, this article makes the overall functional design, combining with the functional design elements on the Web Service principle of the service application, in order to meeting the needs of people, the demand for business executives and senior leadership decision-making.Finally, this article makes the construction of the site analysis and feasible suggestions, referring to the relevant research on the problems of the site development and construction process by service-oriented government requirements.Through the research and analysis, use Web Service technology and SOA architecture to build information platform, realize the sharing of information resources. Especially it builds a "one-stop" network for people. In addition, it could protect and improve the service efficiency and the quality of each unit, and increase the public participation and the public role of social supervision, and also achieve the interactivity and make the foundation on future assessment and evaluation of the department’s work.
