Study On On Constructing Anti-corruption System Of Public Sector On Whole-of-government View

In Against the background of deepening all-around anti-corruption,our country is constructing new anti-corruption system of public sector exercising public power.In order to settle the malpractice of supervisory power decentralization and duplicate law enforcement,a centralized,unified,authoritative and efficient national supervisory system is necessary.The reform of supervisory system launched pilot projects in Shanxi,Zhejiang and Beijing before a national wide implementation.Supervisory system reform,which is not only an upgrading of supervisory power structure,but also a perfection of multifunctional supervisory organization,requires scientific framework and specific guidance of administration management theory.With good theory system,successful practice,and especially an matching goal of full supervision with the reform,Whole-of-Government theory provides an inspiring perspective as well as a promising map for the construction of anti-corruption system.This essay analyses the starting point and goal of our supervisory reform,figures out its implementation process under the framework of whole-of-government theory,and puts forward some advisement on improving the reform in a more integrated way.
