Study And Application On Rural Power Tariff Theory

In the socialist market economy system,price has become a bridge between supply and demand. Nowadays,electric industry has not set up an overall binding system on tariff setting owing its entering market later than others. Like all commodity,electric power possesses such characteristics as value and use value. Based on the value,the price of power is virtually shaped through the competition in market,vibrating around value,while the vibration is chiefly influenced by reciprocal effect originated from the supply and demand. Meanwhile electric power also has its own specialities:instantness and publicity. Therefore,to conduct the reform of power system shall not only adhere to the common market principle but also take its particularity into serious consideration so as to guarantee the stable operation of power market.Frankly speaking,our power market is not a really competitive market. In our country,power tariff is surely decided by state administrative department rather than by the relationship between supply and demand. Our government ratifies the structure of tariff as well as the level of the price. As the difference derived from system background of independent power supplier and direct-affiliated supplier,structure of property,pattern of production,ratified tariff and project,the discrepancy on tariff is quiet great. The factors that cause rural power price higher than that in urban area mainly concentrate on system policy,appliance,distribution andmanagement. Aiming at solving the problem blocking the economy development of rural area,our government is taking every effort in making great investment,conducting reform of rural power system,reproducing old power net so as to realize the policy "equally charged for equal net",release the burdens of farmer and push the agricultural development constantly as well as stably.In this thesis,a detailed analysis is given to the rural tariff setting,in which flaws and weakness are also pointed out. With reference to advanced experience in management and enterprise abroad,I put up the new methods of rural tariff setting-long-run marginal cost tariff. The thesis consists of five parts.1.
