Study And Application On MIS Of Produce Tariff

With the development of Socialism Market Economy, the reform of tariff system faces new problems. As the first industry, agriculture plays an important part in national economy in china. Farm produce (including byproduct) is directly from agriculture. Meantime it's tax items account for 15 percent in tariff and sorts are various. Being informed thoroughly about tariff items, will take an active effect in adjusting tax items, including subject, nature description, the condition of resource, of outputs, of competition, etc.MIS and Model are comprised in this paper. And MIS, the second chapter, is the main part involving the collection and edition of advanced information and picture. Its information is rich much. The research of Model is in introduced thirdly, fourthly and fifthly chapter.Tariff income is main goal in making tariff policy. Thus, based on the max of tariff income, the model of tariff decreasing is constructed in thirdly chapter including static and dynamic state. Tariff incomes will be decreasing and the protection to producer will be reducing with tariff decreasing, while the profit of consumers improving. It is in fourth chapter that optimizing tariff model of tariff decreasing is constructed based on social welfare or optimizing tariff And RCA model of tariff decreasing in fifth chapter on international competition, exactly on general RCA of farm produce.
