This thesis is written under the background of quickly developing incubator of hi-tech enterprises and continuously improved incubator system. In the circumstances^ the management model and mechanism which incubator facing are changing greatly. With all these changes of the new age, how should enterprise incubator evblve, especially to the organizational structure, management mechanism and operation model. Now in Chengdu city, how shall the incubator adopt to the new situation and how can the government effectively stimulate and conduct all types of incubator to develop regularly during the general system construction.
