With the establishing of market economy in China, as well as Chinese membership of WTO, the market environment where our highway construction enterprises live both here and abroad is great changing. Out of her great facility the government has done some helpful exploration on the road of development and operation of business, which have gained some progress. These supply us benefit for reference. Construction enterprise, on one hand, can select proper strategy on the basis of their own resource and condition, as external environment varies in order to seize opportunity. On the other hand, as reforms on economic systems progresses, and globalization and integration develop, move and move MNE'S come into China, and they confront much more competitors, which cannot be reduced by the nation's mandatory plan.After some helpful exploration on the road of development and operation of business and some progress, the domestic enterprises have supplied beneficial approaches for reference. As a large construction enterprise, Bureau One of Road &Bridge not only has some common problems like other home companies but also has his own special problem in operation and management because of special vocation in China. Regarding how to establish a proper development strategy for the First Bureau, in the author's opinion, it is crucial to build a business from advanced management theory and to take lessons from enterprises both at home and abroad.This paper expounds and demonstrates how the First Bureau establishes its operational strategy from four sides. On the basis of analyzing its history and existing circumstances, firstly, the strategy of pluricellular management is put forward. Secondly, the first bureau's operation mechanism which focuses on the method of project construction and the problem that the bureau adjuster its enterprise structure and strategy and allocate resources on the basics of the existing strategic capability, facing on rapid changing environment. Thirdly, the view of enterprise's foreign development, which is not a selection but a reality, is to be held. And the first bureau's strategy of multinational competition and method of entering international market are discussed in detail. At last, the necessity and policy ofpresent capital operation in the company is also stated. After analyzing the four sides, its integrate stratagem system is elementarily laid out. The four aspects become an integrity which is interrelative and sustaining each other. The aim of establishing the stratagem is to enhance the company's kernel core competitive edge and consprehensive ability, and to raise its economic effect greatly through execution of these strategy.The value of this paper, therefore, is to give an advisable strategy reference to state-owned construction enterprises.
