The study of elite mobility is to, from the angle of social mobility, analyze and comb the change of structural relation in social stratum, the situational adjustment in group interests, as well as the equal and just practice in society. Thus elite mobility has been considered as the focal point of the change of modern society, moreover, has entered into the nucleus domain of sociological research. Since China's reform and opening to the world in the 1980s, the simple and static social structure has undergone a great change and split-up with the characteristics of heterogeneity, diversification, openness and stratification. Its most outstanding result is the fade-in of the elite stratum. Therefore, there is no doubt that, in diachronically dynamical point of view, that is, from the perspective of social mobility, it has theoretic and realistic significance to study this social structural change, and to find out why and how the elite stratum, the dominant stratum, appeared in China. On the base of historical review of the elite theory and argument about it, this text has, by defining the private enterprise owner as its research sample according to study's needs, through making a rational analysis of the course and the characteristic of the private enterprise owner's absence to his attendance, explained the mobile mechanism of this emerging elite stratum with the structuration theory. Finally, it elaborates the contemporary China's elite mobility mechanism, points out its problem and puts forward the corresponding countermeasure.
