This essay based on the investigation in Nanzhuang Village of Zhouning County. Through inspecting the elite types and present situation in Nanzhuang Village, the essay discusses the relevance between elite mobility and country governance. With the dynamic perspective, that is, the perspective of elite mobility, the essay analyzes the governance of rural areas where suffering from the population outflow. The article discusses the phenomenon of the "lack of elite" as a result of the elite mobility, and its influences on the country governance. The paper finds that, the elite mobility has caused some negative effects on rural areas at present stage, such as the lack of village cadre resources, making villagers' autonomy formality to a certain extent, constraining the modernization transformation of the village culture. However, the elite mobility has created new opportunities for the circulation of the rural elite, building a culture of citizens, and promoting country governance. Therefore, the article puts forward that we should adhere to cities supporting rural areas, to narrow the gap between cities and rural areas, cultivate "participatory" political culture of the villagers, and build a political participation mechanism of rural elite, in order to enhance the quality of the rural elite, give full play for them in the village governance, and to promote country governance.
