Study On Informationization Issue Of Small And Medium-sized Enterprises

The concept of informationization is firstly introduced by Japanese socialist Tadaoumesao in 1960' s in his dissertation named "Study on the information industry" , which firstly points out the concept of the information society, meanwhile describing the prospect of "information-intensive society" to people. The concept of the informationization has been applied and researched in different fields with the stimulation of industry economy and information technology. For example, the informationization of enterprises, nation, government, and person respectively is the mix of informationization with enterprises, nation, government and the individual etc. . During all these informationization, research on informationization of enterprises is more crucial, just because under the influence of economic globalization, enterprise competition is turning from competition among enterprises into one supplying chain with another chain competition. Survival is the first problem instead of benefits at the era of industry economy. Furthermore, Small and medium-sized enterprises (SMSE) play an important role in enterprise' s total amount and GDP all around the world. In 1999, SMSE takes more than 99% of total amount, and the value output accounting for 60% of the total industrial output value. So in informationization of enterprises, study on informationization of SMSE (ISMSE) is more important. This article, thinking about the character of SMSE and the definition of informationization, author explores the concept, contents and phases, implement routes and stage model, implement model and the benefit analysis of ISMSE and the roles taken by government during informationization, the crucial factors of the success of ISMSE, the intellectual property right and safety of the information resources, development trends of ISMSE etc..Different countries have different definition for the SMSE according to different standards, so the result is quite different also. In order to better normatively analyze the problem of ISMSE, the author points out the research boundary on the basis of standards of overseas and China. In this dissertation, SMSE mainly points to: township enterprise in China and not ones whose staff number no more 3000, annual income from sales and assets total value under 500 million Yuan. SMSE takes great important role in developing economy, solving the problem of job, adding foreign currency, making good use of resources goods, the innovation of property institution, cultivating entrepreneur, stimulating the progress of society and technology, Promoting the transformation of the scientific and technical fruits. SMSE has the character of flexibility inindustry economy era and has not in information era, because the large-scale enterprises (LSE) also have the flexibility after it has been informalized. For Small and medium-sized enterprises are more weak in fund, talent, technology, etc., all these make difference in essence at the aspects of realizing routes and methods between 1SMSE and informationization of LSE.Informationization is the combining process between computer technology, network technology and automation technology. SMSE can resolve its survival problem only by the way of informationization. ISMSE has the nature of two-dimension, namely horizontal informationization and vertical informationization. The horizontal informationization refers to: Process informationization, namely informationization of operation layer; Data electronization, namely administration and supervision authorities' electronization; Decision-making support, namely informationization of strategy layer.
