| Resources-based cities are the main base of resources production in China and play a very important role in material industry and the whole national economy. Being exploited intensively for many years, many resources-based cities are facing the problem of exhaustion, which threats the development of resources-based cities depending on mining industry and primary processing industry. It is proved that resources-based cities must optimize their industrial structure and cultivate new industry in order to achieve sustainable development.The non-resources-based industry, however, mainly consists of small and medium sized enterprises. They have to make technological innovation continuously to maintain their existence and development in the environment of radical market competition. But the technological innovation is badly restricted due to the weakness of their strength and the insufficient support of government' s policy. So, it becomes urgent to establish technological innovation support system of small and medium-sized enterprise in resources-based cities.This paper is focused on the information support system for technological innovation of small and medium-sized enterprises in resources-based cities. First, it makes an introduction of China' s resources-based cities and researches the evolving motility and characteristics. Then, it points that small and medium-sized enterprises are the carrier of the adjustment of industrial structure. It makes a research on the present situation of innovation support system and makes an analysis of demonstration on Tongling City, and promotes a theory frame on technological innovation support system. On the basis of former research, it makes a special analysis on the information support system for technological innovation of small and medium-sized enterprises in resources-based cities, and promotes a solution on this problem on the both sides of government and enterprise.
