The 84% of total import and export cargo is carry by ship. Shipping plays a very important role in our country's economy development and foreign trade. Along with the worldwide technology revolution storm and the fast changing industry structure, our country's economy system is facing up a strategic modulating moment. People's attitude and action about the choose of the transport mode are changing. Different transport modes are competing badly now, and the comprehensive transport structure is stealthily changing. Our country's policy of the west development also makes shipping industry face up a new problem. But in the new situation, our shipping industry doesn't fit for our nation development And the main problems the Waterage industry has are as followed: (1) Transport ability structure is not proper, and vessels are very old. Transport ability is overmuch, also the type of ship is not standard. Average tonnage of the shipboard is small. (2)The organization structure of the shipping enterprise is not proper, and management mechanism is. not vivid, what's more, the stuff of the person is not good. (3)The management system is not in order, also the degree of macro-control is not enough. Government and enterprise is not disparted, and the competition order hi market cannot be maintenanced efficiently. To accelerate the development of the shipping industry persistly and healthly, it is necessary to adjust the structure of shipping industry.The adjustment of transportation structure is one of the keystones of structure adjustment of shipping industry. It should change from increasing gross transportation ability to improving quality. The basic balance between supply and demand can be realized by macro-controlling through using market completely. The transportation ability should be developed rapidly to the direction of standardization and modernization.
