Waterway Transport Administration Mode Studied

The administration of waterway communications and transport plays an important role in ensuring good water transport environment and maintaining a normal waterway transport market order. The current administration of waterway communications and transport is characterized by separate management with barriers between different departments. Though there is the same object of administration, various organizations with different interests have their responsibilities, which have not been divided clearly. This causes the separation, cross and confusion in administration, reduces the government efficiency, and is unfavorable to the relative people of administration, thus hindering the development of water transport and the formation of a unified shipping market. With China's gradual improvement of the market economic system and with China's accession into WTO, the existing administration mode is less and less adaptable to the ever-changing situation.The significance of this thesis lies in proposing the suggested administration mode of waterway communications and transport according to China's current situation, offering useful references for the reform of administration communications system and the macroscopical decision-making of competent departments for communications in order to solve the existing problems in the administration of waterway communications and transport in China, to improve administrative efficiency, and to promote the development of waterway transportation.Because of large number of administrative regions and the imbalanced developments in China, the administration of waterway transport adopts the basic mode relying mainly on the local management, which is different from other transportations (railway, civil aviation and pipeline) that are managed in a unified way by the central government. After consulting the advanced experience of the developed countries and analyzing the advantages and disadvantages of China's current mode, the thesis starts from local administration system of communications and operational mode, uses the relevant theories and methods of system science, management science, administrative law and government theory, puts forward a feasible and practical suggested mode that fits China'spresent national conditions and the socialist market economic development.This thesis is divided into four parts. The first part is a survey of the current foreign and domestic condition. After consulting a large number of references and materials and making the domestic on-the-spot investigation, the author expounds the administration mode of waterway communications and transport of U.S.A., Germany, Britain, Japan, Australia and Canada, and China's history, current condition and development of administration of waterway communications and transport.The second part is an analysis of the current condition. This thesis analyzes comprehensively and systematically the foreign and domestic administration modes of waterway communications and transport, points out the main limitation in administration of waterway communications and transport in our country is departmental division and separate management. In order to solve the existing problems, we must reform the organization structures, recombinate the administrate functions to implement a centralized, unified administration mode.The third part is a theoretical analysis. This thesis explores the basis of the suggested mode from the perspectives of theory, law, policy and reality, and puts forward the goal and basic principle of reform.The fourth part is the suggested mode. This thesis proposes four suggested modes, among which the mode "enforcing the law comprehensively", the mode "managing in unison" and the mode "market type" should be implemented mainly by local competent departments for communications. These modes have positive and realistic significance to solve problems, and are easier to carry on.
