This paper, of three parts, combining historical analysis with contemporary western political principle, discourses the underlying causes of the development of CPC's poling toward Taiwan in the New Era. The first part explores the political culture background of "peaceful reunification; One country, Two systems" and points out the justification of America's policy toward China in 1970s and 1980s provided favorable international context; creative transformation of Chinese traditional as well as contemporary political culture acted as an important thought resource and correct theoretical instruction for "peaceful reunification; One country, Two systems". The second part further analyzes the political culture background of the development of Chinese policy toward Taiwan with "Eight principles" as its core, emphasizing that since 1990s, America's ideology-oriented policy toward China has retreated from the viewpoint of Sino-American. Joint Statement, which added more block to Chinese reunification. The political and psychological basis for peaceful reunification seriously vacillated because of inside and outside policy of Taiwan authorities instructed by separations and divergence of the country identification among Taiwan public. Facing great challenge, the third term of Chinese leaders of CPC has succeeded in building up the authority of political system, which provided strong political guarantee for the reunification of China. CPC's policy toward Taiwan with "Eight principle" as its core was gradually formed in the struggle against interference, separation and independence of Taiwan. From the macro historical perspective, the third part puts forward the necessary policy for realizing Chinese reunification in a practical and sensible way.
