In the contemporary capitalist countries, the United States is the primeval country that created president system. President system is a typical of the centralized administrative system. The president is the head of the country, participates in the legislation, leads the army of land force, marine force, and air force, engages in making foreign policy, and is a leader of the party itself, hence becomes the power center of the political system. To enforce the study of American president will make enlightenment on us to execute the policy of China toward America. From the angle of executing the policy toward China by the two American presidents, on the basis of analyzing the policy toward China by the two American presidents, and applying Marxist principle that material decides the consciousness, this thesis thoroughly analyses the material motive of America's policy toward China, and eventually makes a conclusion that America's policy toward China is motivated by its country interest. No matter President Clinton or President Bush, and no matter what they permitted in their canvasses, and no matter how forceful they were at the problem of America's policy toward China during their canvasses, but the end is always the same, i.e. for the country interest of America, American Presidents constantly eat their own words after their appointments, and execute the same policy as their formers'. The reason is that any country cannot be isolated outside the world on our contemporary earth, although the United States is a super-power, it is just as the other countries, because they can't exist and develop withthe countries like China, etc, which has a different social system and different level of development, only like that they can seek more common ground and reserve less discrepancy. As a whole, no matter China or America, they have to obey the Five Principles for Peacefully Existed in the World that was offered by China's former premier Zhou Enlai, if that they can seek the common cooperation space in the future.
