In the contemporary capitalist countries, the United States is theprimeval country that created president system. President system isatypical of the centralized administrative system. The president is thehead of the country, participates in the legislation, leads the army ofland force, marine force, and air force, engages in making foreign policy,and is a leader of the party itself, hence becomes the power center ofthe political system. To enforce the study of American president will makeenlightenment on us to execute the policy of china toward America. Fromthe angle of executing the policy toward China by the two Americanpresidents, on the basis of analyzing the policy toward China by the twoAmerican presidents, and applying Marxist principle that material decidesthe consciousness, this thesis thoroughly analyses the material motiveof America' s policy toward China , and eventually makes a conclusion thatAmerica' s policy toward China is motivated by its country interest. Nomatter president Clinton or president Bush, and no matter what theypermitted in their canvasses, and no matter how forceful they were at theproblem of America' s policy toward China during their canvasses, butthe end is always the same , i.e. for the country interest of America,American presidents constantly eat their own words after theirappointments, and execute the same policy as their formers' . Thereasonis that any country cannot be isolated outside the world on ourcontemporary earth, although the United States is a super-power, it is just as the other countries, because theycan' t exist and develop with the countries like China, etc,which has a different social system and different level of development, only like that they can seek more common ground and reserve less discrepancy. As a whole, no matter China or America, they have to obey the Five principles for peacefully Existed in the World that was offered by China' s former premier Zhou Enlai, if that they can seek the common cooperation space in the future.
