Analysis Of The Audit Results Of Baocheng Double Track Construction Project

Baocheng double track construction project was started on April 1992 and completed on the end of November 2000. The final account was closed in the end of 2001. There are some problems on the management of the project due to the special period of changes in the system of the fixed asset investment. It is important for the current management of capital construction to analyze the reasons and results of these problems.This thesis gives a brief account of the feasibility study of the project, the general situation of the project and the efficiency evaluating of the project, as well as the audit results. It discloses the management issues exist in the area of the fixed assets investments such as violating the procedure of construction, lacking reliable of accounting, diverting, withholding and illegal occupying the fund for capital construction, practicing fraud on budgetary estimate and not being available of local investment on time. By analyzing the reasons of the issues, we suggest a project should be planned in a long-term view and performed as a system. Further more, the quality of the project should be enhanced and the rule for inviting and submitting the tender should be perfected, as well as the rules of inspect and control. In this way the management of the project could be carried out in order.
