A Tentative Study On GFMIS Construction On County Basis

GFMIS is the major component of the government informatization. Although GFMIS wound its mutual repulsive way for a period, accumulated much experience and lessons. To construct the county GFMIS under the integrate chessboard like pattern of the country, the special condition and difficulty of county must be considered. Also there must be explicit leading idea, fundamental principles and plans of constructing, because the constructing period is so long that there must be the goal of the step beside the whole goal, step by step, pushing forward. Difference must be acknowledged, and all kinds of hampers must be known, to choose the suitable models of constructing according to the different situation .The following measures should be adopted: first, intensify leadership, and make measures that can implement the goal; second, construct fundamental facility and apply GFMIS software on the foundation of unitary planning; third, the central government of China should subsidize and solve the problem of fund in county finance by means of fixed item transition; fourth, implement the organization structure reconstruct in response to requirement of GFMIS; fifth, enhance information security consciousness, and strengthen the building of security system; sixth, adopt measures to solve the problem of the talents about the county GFMIS system constructing and managing; seventh, standardize the constructing and operating of county GFMIS by laws and principles.
