Research On The Problems And Measures Of The Application Of E-government In The Finance Informatization

With continuous development of global electronic information technology, E-government has becoming the inevitable choice of the governments of worldwide during the public management innovation. At this background, Fiscal informatization came into being while Chinese reform and develop made a great progress.1999, the ministry of finance planed to start the “golden finance project”. 2002, the Sate Council officially named the “Government finance information system”(GFMIS) by “golden finance project”. Five major system of the project(budget edit, Financial Treasury Payment, budget indicator, pay off, non-tax) have been developed so far. But, with the deepening of finance reforming, disadvantages of GFMIS, which like lacking of unified design, function overlaps between soft-wares, less data concentration, obsolete management, low-leveled security and be short of professional workers, were tuning up during its implementation and application. By taking the reforming experiences of Xingtai finance, this article summarized concepts and theory of E-government, GFMIS and integration of finance information, trying to discuss the effect and significance of finance informatization, trying to search for countermeasures on how to improve the construction of finance informatization。 Under those works, this article has given out the connotation and relationship between the GFMIS and the intergration of finance information. The importance and the realistic meaning of intergration of finance information has been fully discussed in this article, and a new effecting point was provided to the future deep development of finance information.
